Free Flow Power’s Rock Island District Projects is located along a stretch of the Upper Mississippi below the St. Paul District Projects. These are Army Corps’ Locks and Dams numbers 12, 13, 16 and 18, ranging from Bellevue Iowa in the north to Burlington, Iowa in the south. These structures were originally constructed in the 1930s to regulate navigation and have never yet generated electricity. Once operational, the four Projects will collectively have a nameplate capacity of 81.8 MW and will generate 453.4 GWh annually.
